I agree with you on the open neighborhoods. Before the game was released I thought it meant that all the lots in the neighborhood you just loaded would be open which I think would be an excellent compromise to open world and the game would still run smoothly. You could have some districts bigger than others too. Even cooler would be the ability in the options menu/manage worlds to customize the size of the districts yourself!!!
