It's a bit windy for kilts here in Scotland this winter. You do see them at weddings locally though. My local kilt wearer has taken to wearing jeans again when taking his dog out. :)
I remember finding a website of kilt pattern picture squares and adding them all to the game in CAS when it was possible to do that.
