Either way, that's just another PR excuse. Anything added to the game without optimization can break saves. The Edit Town tool was patched in the Sims 3 and could have broken saves, just like any update or addition. EA loves to throw excuses at us. It was initially said it was impossible to add terrain tools to the Sims 4. That was obviously a lie at the time and was proven as such when they did in fact add them years later.
Actually, I believe that was not the context of what they were talking about. I think they meant that if they updated the world that was already created (as in fill in all those empty spaces they used to have in every world), then any save you already had would break or have visual glitches. So they said they couldn't do that. And then with one of the patches or EPs, they did just that by having the skating rink and food stall appear in those areas.
I agree with you, it definitely can be done, but I don't think they want to. There is the mod called TOOL that everyone that wants to learn to use it, has. It's a way to place objects off lot and have them be useable. I think EA is just deferring to that mod instead of creating an in-game way to change things. And they probably think it's for the better because then they don't have to support people who mess up their saves by editing the world.
