If you mean being able to remove things in the neighborhood, like houses or trees, then I think the bugs that players have seen in Evergreen Harbor are an indication why that would be difficult, it could probably result in the ground disappearing or break saves.
I mean both of these things, as it was in the Sims 2 and Sims 3. Being able to move, delete, and add objects (mostly decor) outside of lots.
From what I understood, when they added the eco footprints in all worlds with Eco Lifestyle people couldn't load their old saves for a while and they had to make a hotfix so that's why I think we can't edit the worlds too much.
Then again, TOOL seems to work just fine and you can add loads of trees, cars, benches, basketball hoops and other things in the area but I'm guessing the game saves that info like lot info or something in your saves...we are gonna have to ask twistedmexi about that one.
