I'd be interested in this and agree that it is a popular style. To be a great pack it would really have riches as well as rags. I say this because for the rich sims there currently isn't a lot of gameplay other than the objects that we have or vacations. Adding some unpredictability would be good. I'm thinking that there would be more ways to spend large amounts of money, more advanced investing that can succeed or fail, more complications and new gameplay. Ownership of multiple houses, more advanced business ownership and investment, casinos, a more advanced stock market and new ways to make a social impact could come in.
It could add some challenge. "Your investment went bad and you lost 900k Simoleons, time to start over."
I'd just want to see that along with any rags-focused pack. Along with the rundown side, some of which is in the game, there should be unpredictable gameplay for those with a lot of Simoleons. That would help when the rich sims get a bit boring and would increase the difficulty at times.
