Would you like a Heist pack?

I wouldn't want an all out gangster pack that involves the whole neighbourhood, because it might turn out like the NAPs. But some sort of active criminal careers would be nice. In TS2 there were robbers and charlatans. In TS4 we have kleptomaniacs and card game swindlers. Maybe if they brought back the charlatan, or maybe add various kinds of criminals like fake art dealers, pick pockets, insurance scams, etc.
