It's not possible unfortunately. All of the worlds are handcrafted and the lots themselves are hard-coded into the worlds. TwistedMexi said the closest we will ever get to a Create a World is the mod they are making but even then, you truly cannot make your own worlds.

Are you sure TwistedMexi really talked of "cannot make own worlds"? Because from what I know the endgame goals for the mod are terrain editing/importing and world sharing.

I know that the location and size of lots are hard coded, but everything around them can be theoretically edited and new lots can be added to neighborhoods. And new custom neighborhoods for that matter as well.

I said that TwistedMexi said one cannot truly make your own world. Yes you'll be able to use a mod and decorate the world but as for getting an official create a world in game. He said it's not possible.

Hi, I have never said that. In fact the end goal of my CAW mod is exactly that. World creation.

The only thing I can think of that I've said, that perhaps you're confusing with this, is that a true open world is not possible with the current game engine.

I was reffering to getting an official in game Create a World of which you have said is not possible.

There's a difference between an official create a world and an in-game terrain editor. The latter, yes I've said it's not possible. 

I've also said it's not likely EA will ever release their world designer for ts4. 

But that doesn't mean an official create a world is not technically possible. 

I don't think it'd be possible like in The Sims 2 but i think they could give us a neutral world layout with the lots delimitations already stabilished and we would be able to paint the terrain, add the shell and rabbit hole builds and other decorations like streets, lights, benches, plants, etc. So it'd be more like an World Decorator/Editor than World Creator.
