Hi, not sure if you are still having problems but I found out why I wasn't able to do the same thing. I was already a mermaid when I cheated to also become a fairy. But either way, you can only be a fairy or a human to do grow the fairy seedling. as soon as I removed my mermaid trait, I could plant the fairy seedling. It's as simple as that. I did cheat to remove the mermaid trait though.
I hit shift, ctrl, alt, and typed in: testingcheats true
Then I typed:
traits.remove_traits Trait_OccultMermaid
I think you can't already have a magical ability other than a fairy in order to grow a fairy seedling.
