sims in reaper and undertaker careers not reciveing raises after full promotion bar

Hey all,
This is by design, not a bug. There is no raise/progress after level 10 for the Undertaker, Mortician, or Grim Reaper careers.
I have the same Issue. I get to level 10 of the Mortician Career and can not get a raise, It just stays at full promotion bar and never goes past it.

I have no idea why these jobs are arbitrarily excluded from this system.
