I would like to see the items provided after the pre-order window, but with a very substantial delay. The reason is because many of us (myself included) started playing the game years after these packs were released, and therefore never had a chance at the bonuses. Thus, I'd suggest a situation where, if a pack is at least 5+ years old, the bonus items will be released to everyone. This still rewarded everyone who bought it at the time (they had 5+ years to play with the bonuses), but doesn't punish those of us who discovered the game later (we can still get them, just after a very significant delay). Releasing the bonuses after a very long time might also stimulate purchases of the older packs, since people would be excited to get new items for them.
