Re: remove snow cheat in build mode

@simsplayer818 Those are great workarounds for disabling snow. Conversely, though, if there were a toggle enabled, that would mean I could build winter lots at any point in my seasons, since normally I have to wait until it's winter for my sims (or like you said, build in Mount Komorebi). I do agree with @jennypoppy26 that it would be simpler to enable a toggle for B/B mode, much like you can choose the time of day.

@LadyAofPineapple Yes a toggle is a great idea. Especially since console players can't use most cheats.
Actually it makes sense to just have no snow at at in build mode to cover lots that are always snowy. I've built houses in Mt Komorebi near the slopes before and it's really tricky. I ended up using a raised foundation to include most of the exterior to see what I was building. In particular it's really difficult to place landscaping as shrubs/trees/flowers immediately revert to twigs in a winter state.
