Sim parent can't interrupt infant complaining

They just got home and the infant is complaining about how tired she is.

I told the mother to put the infant to bed, and she cancelled that action immediately, because she can't interrupt the infant while the infant is complaining.

Since the infant is so tired, maybe we could fix this problem by the mother putting her to bed?

I expect parental actions, especially an action that fixes the problem, to have a higher priority than complaining about a problem, please!

Never used mods or cc, I'm on PC, I have all the EPs up to Eco Living, and then also Cottage Living and Growing Together, and I bought them all as bundles so a similar number of GPs and SPs.
