San Myshuno does not have 30 lots. That number requires you to both ignore that apartments are limited in size and shape, and that they exist in the same space as each other, and are a special feature of the pack. This is so far out of reality that I had to do a triple take at the number- I've NEVER seen someone consider San Myshuno a "30 lot world" before. By that same logic every single world in the game has 30 lots because you can buy For Rent and put rentals in them. I'm sure if I claimed that's the numbers you would disagree.
Windenburg was the very first expansion world and the devs have made it very clear it was wildly out of scope as a result. That is what is called an "Outlier". It is not indicative of the norm, by definition. "10 years ago the very first expansion to add a new world added a big one" isn't really a fair argument in this context.
16 and 17 are not crazy higher numbers than the average of 13. You also got them wrong... Mt Komorebi has 14 lots. Once again, these are objective numbers. We can just go count them.
