Build Buy catalog and CAS won't scroll?

I don't know what to do. Sometimes (not every time) I open the game the catalog on BB or CAS won't scroll using my mouses roll. Similarly in CAS I can't zoom the camera further using the roll on my mouse which makes it SO hard to play. But then I can zoom the camera in live mode or BB w the roll on my mouse. 

This is a recently new issue and it's insanely frustrating since I mainly build on Sims 4. It doesn't happen every time, but when it does, trying to reopen the game won't fix it. Every time I open the Sims these days I wonder if it'll actually work this time. I've tried verifying the game files and its "all good" so what can I do? Has anyone else noticed the same happening? Borderline unplayable for me like this.
