Community lots and service lots do not work.

Since the last update all community lots, bars, cafes, bubble tea and thrift do not work as they should. By this I mean that sales tables, cafes, bars counters are all unoccupied. I have tried repairing, clearing cache and starting a new game but still the problem persists. Can anyone help me on this issue?
