I have Makoa Kealoha and Nina in the household with my sim. I married my sim to Makoa but the only option she has for Nina is adopt as care dependent. I went to Friendly > Affection and there is no option to adopt. I have kiss cheek, express admiration, and give gift but that’s it.
@wenelda Check Nina's family tree, if she has already 2 parents, your sim can only choose to adopt as care dipendent.
