How to get Community Lots to work?

I hope I'm on the right forum to ask this.
I have created Community Lots before and they all used to work properly. But the last one I build doesn't work AT ALL. The vendor tables are empty although the lot is a market place lot right now, no NPCs get spawned to tend them. You can't put any items in the vendor table's inventory (same goes for the selling item for paintings). And as far as I remember, you could add up to three stalls to sell food or whatsoever. Those don't work at all either, I can't even click on them to hire someone. It doesn't matter what kind of lot the Community Lot is, they don't ever work. The whole lot appears to be a ghost town anyways.
Oh, just to say, I built the lot in a neighborhood with other Sims living, so they can vote for what kind of lot I want for them. I have tried all of them lots.
It's frustrating! What am I doing wrong? I added everything the different lots would need and what is required. I would be very happy if someone might help me. :)
