Moving an object up/down not working

How often does the bug occur? Every time (100%)
What is your current game version number? 1.78.58.1030
What expansions, game packs, and stuff packs do you have installed? All but journey to batuu and a few GP's
Steps: How can we find the bug ourselves? Trying to use the 9 or 0 buttons to move an object up or down
What happens when the bug occurs? When I try to move an object (painting, mirror, anything) up or down using the 9 and 0 buttons, instead of moving it my lot literally spins around and zooms all the way out.
What do you expect to see? For the object to move up or down with the appropriate buttons as it always has.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I do use CC but this has never been an issue before the last few weeks.
@ampellis76 It sounds like you might have set a camera position with crtl-9. I believe clicking alt-9 should remove it, but if not, try deleting videocamerastates.ini in your user folder.
Please also remember you need to have enabled the MoveObjects cheat in order to move objects up or down.
