From what I can tell, other than the ones you buy at the stores in the Outpost zone (same every time), which one you get when you do things is pretty random. So I suggest that you keep looking in the locked chests, the cave in the Alliance zone and keep fighting the light saber duels. I've only completed that collection once but have several households that have only one missing. And it's a different light saber hilt for each household. I've gotten most of mine from the duels. Mainly because I like doing those and do a lot of them. So in the end, it just takes patience to get them all.
