A single room can not have its own foundation or wall height it is added to the entire house. If you have two separate houses on the lot they can each have their own foundation/wall height. You can add platforms to a room. These can be lowered or raised individually. When you add a room to an existing room there is always a risk that something needs to be removed usually because of doors and windows. Keep an eye out for highlighted items in adjoined rooms. These will be removed. They are removed because their placement is no longer valid so you will need to take them from household inventory and place them again in a valid location.
