Re: [BY DESIGN] Lights don't come on in rooms that have stairs

I had this issue too, that's how I found this. I solved it by building a room above the stairs. 
I think the lights act as outside lights with the stairs when they bug because when I would set the time of day to night in Build Mode all of the lights in the room would turn on, but be turned off at any other time of day. Adding the room on top gives it a roof. I hope this helped!!
