Re-enroll on to university - unable to move out

So I have a brother and sister go through two years of University together. They finished and returned home to their recently widowed mother. It was just as well as she then passed away not long after them moving back home. 

The issue now is that I click on one sim, I choose re-enroll in university, with class choice and then continue.

I then get the opportunity to confirm who and how much to take from family funds and that's it! I press the tick to confirm and it warns of class choice and the fact my member with be without a home but what should happen is it take me to the chosen accommodation. I am left on the split household screen with no further boxes to tick, or options to choose and I get stuck!

I tested with another sim and it did actually go though but this was another household in the neighbourhood entirely.

Vanilla Sims with EPs and no mods whatsoever running the latest up to date release.

I cant call it a crash as no errors or anything.

For now my sim enrolled whilst living in the family home.
