@Of_kurounfortunately it's made by and purchased from different manufacturers. So I buy my content from Microsoft who don't produce PC content for Sims 4. There's a lot of discussion about that on their own help pages where they explain that to Xbox players who are also disappointed their packs won't transfer over. If I wanted to use it on a PC, the PC content is made by someone else and sold by someone else. Plus it's technically a different product as it's a console product and format and not a PC format. It's technically a different thing altogether. There's an explanation on the console help thread that might clear it up for you here, it just explains the different format:
