This is what I did to get it to work: (including all steps just in case - also I have Windows10)
In Build Mode:
1 - press CTRL SHIFT C to bring up text bar
2 - type: testingcheats true to enable cheats
3 - type: bb.moveobjects to release move/placement restrictions **IMPORTANT: bb.moveobjects HAS to be enabled for this to work!!**
4 - after placing the item in your build, pick up the object you want to move then press and hold CTRL and tap continuously 9 to move up and 0 to move down.
*Depending on your operating system/computer you may need to press and hold SHIFT or COMMAND instead of CTRL
Keep in mind that you only want to move objects that your Sims don't need to interact with.
*press CTRL SHIFT C to close the text bar/box - your cheats will stay enabled. To turn off your move cheat, just type bb.moveobjects again and it will go back to normal. To turn off all cheats type testingcheats false in the bar.
