Using Alt Gr and then 9 worked for me. What keyboard do you have? It depends on the type to find out what works for you. I have a German one and for example, to size objects up and down I have to use alt ‘ and alt ß. Hope that helped.

Hey all!
Did you know that we have a list of Sims 4 cheats available over on EA.com? Keep reading for more on the bb.moveobjects cheat.
In Build Mode:- Press CTRL+Shift+C to bring up the cheat console (Mac and Windows).
- Type "testingcheats true" to enable cheats.
- Type "bb.moveobjects on".
- Select the object you’d like to place and you’ll find that you can put it anywhere inside your lot. Pick up the object you want to move then press "CTRL+9" to move the object up or "CTRL+0" to move it down (For macOS use Command+9 and Command+0).
Our team has also been putting together some handy videos lately on how to accomplish some of the not so obvious methods of doing things, and they've just put together this video on moving objects in The Sims 4 🙂

I'm on Mac, and I'm not sure if it's different on PC, but in the past when testing and explaining this, and currently when I double-checked, I do the following following:
- The MOO cheat must be enabled to use this function.
- Not all objects can be raised and lowered in this manner.
- Objects cannot be lowered further than ground level this way.
- You must be careful to placement test and play test when using this cheat. Raised items usually become unusable, can interfere with Sims, or may delete or delete other objects upon placement.
- 9 (to raise object)
- 0 (to lower object)
Note: I don't have a right-side number pad, but others here mention that you need to use the numbers at the top of the keyboard and not the right-side number pad.
