You don't even need a ladder. Sims will just jump in fine without one.
If a sim won't use the pool, it could be several things. Try building up the fitness skill. Make sure their motives aren't low, particularly energy. Either will cause a sim to not swim.
If you have Seasons, it might be too cold.
And if you didn't know already, sims can die by drowning in the pool. So you do need to be careful with a new sim.
