Do you mean how to place an object that doesn't snap to grid? And the "alt" button?

If this is the case, when you place on counters/tables there are slots and the alt button will no longer work. There are mods out there to combat this.

I believe you can also use bb.moveobjects cheat and work around it. Place the item and use the 0 or 9 key to move it up or down. Place your table/counter after the fact, while the cheat is still on. This should work but I haven't tried it in a really long time.
