@howlsims Right now, the best laptop I can find for under $700 is this Acer, for $670. Its graphics card can run all Sims 4 packs together on ultra graphics settings, and its other hardware is more than fine. It does only have a 256 GB hard drive, which is plenty for Sims 4 but might not be if you want to install other games as well.
The other good options I saw are all $700 and up. The cheaper ones have significantly slower graphics cards, ones that would only run the game on medium settings, or possibly high at best. I did see this one, which should handle high settings and which has an excellent condition open-box option for $630:
But unless you really want a lightweight ultraportable computer, the first laptop is better.
For desktops, most of the good options in your price range are sold out right now. I did see these two, either of which should run the game on ultra or a mix of high and ultra graphics settings. They're $600 and $625, respectively. The first has a stronger processor and a faster primary hard drive; the second has a faster graphics card.

If you're willing to buy a used system, this one is $530 and has a better processor and graphics card than the ones above, enough to run all of Sims 4 on ultra settings now and probably for the entire development of the game.
