Sims games have never been ported into Chrome OS, a task that would take significant resources for a relatively small market of potential players. But more relevantly, Chromebooks are not gaming machines and haven't been built to handle even the moderate stress of Sims 3 or 4. Their hardware wouldn't run the games very well, and perhaps not at all, even if you wiped the hard drives and installed Windows. Additionally, the hard drives in many Chromebooks are so small they wouldn't fit either game, at least not with a number of packs installed.
Sims 2 would probably run fine on the hardware, but it's been out of development for over 15 years now, so there's no one around to create a Chrome OS-compatible version.
