Screen won't move / mouse won't move to edge of screen

Recently I had an issue where I would get a blank loading screen when trying to load the sims but I fixed that by going to settings > display > graphics and changing the GPU preference for the Sims 4. I am now coming across another issue I've never had before where in build mode it won't let me move the mouse to the corner of the screen so I can see everything. The video camera settings are fine, so I can rotate the screen by pressing video camera or the keyboard option but when I try to move around by moving the mouse to the left or right edge of screen in build mode, it no longer moves.
