I have the same problem in my game. For some reason, replies on an earlear report of this bug (from several months ago) has been turned off.

I used to lower or remove skill levels with this cheat in the past, for gameplay storytelling, but this isn't possible anymore. Normally I don't use mods in my game, but unfortunately now I'm forced to do so.
