Even though I'm just your Average White Girl, I second the request for more ethnic and African-American hair styles, both with and without extras like beads, scarves, etc. I like my Sims as a group to look more diverse than they do.
I feel that -- mostly thanks to modders -- hair was done much better in TS2 as compared to TS3. It seemed to move more and be more realistic. Many of the TS3 hairstyles either make the poor Sim look like he/she has hydrocephaly or the hair itself looks stiff enough to crack an egg on.
