I dont like unrealistically high bills either. A $100K house IRL doesnt have a $10K monthly mortgage.
My preferred fix is that lot taxes are based on the lot, the location of the lot (so yes, wealthy neighborhoods cost more) and then the build item cost of the house, but not the buy mode items. (So walls, wall covering, doors, windows, landscaping, pools, etc. but not furniture or interior decor)
I know there are a couple of build items that increase lot taxes, but I think I'd rather have them be part of the base value instead.
