Hiya! Sorry to hear you guys are having migraines/headaches from S4 as well. I made a post about this a while ago, and the best advice I received to lessen the problem was to get a tinted screen cover, and also to make sure to play in a well lit room. I still can't really play at night.
I'm gonna go ahead and repost my suggestions from that post, if you don't mind! It just seems like a simple fix to me, I don't know if it's more than the map/load screen that is causing issues for all of you, but for me that's the main problem, and it could be fixed with a simple colour change.

In order to make the load screens less PAINFUL, (and immersion breaking), consider replacing the current screen with:
- a blurred out picture of what was just on screen (the way it looks when the game is saving)...
- some nice art relating to the town you are travelling to
- a (non whited out) town map
- return to the classic sim blue
- a black screen
- literally anything short of adding a strobe light.
Note that this applies not only to the load screens between lots but also the start up screen for the game, and to a lesser extent the white-washed world maps. Anyone who is light sensitive is effected by this (super-weird) design choice. I beg you EA, a simple colour change would work wonders.
If nothing else, EA should consider putting a photo sensitivity warning on the game; the shift from the bright white to the muted colours of actual gameplay is very jarring especially if the game is played at night or in a poorly lit room.
