At the time my sim didn't have a job at all. The neighbor came to welcome my sim, that is when the option came to "brainstorm". I think I will start a new game, in the near future, in one of the apartments and see if it works like it may have been intended to. It would be awesome if it worked, as long as the relationship increased because of it.
That game was very glitchy, which was why I started over.
