You could make a community lot with teen hangout lot trait and hope they both visit the lot at the same time.
Yes, I added another Karaoke Bar in the neighborhood (Town) I placed her family in. I also made certain it had the Teen Hangout Trait. He had a concert to throw, so that's where he performed. She never did show up … Then he had to race over the the PBP Studios for the Starlight Accolades. That failed to function for the first time in a very long time. Oh, well.
