During the early days of Sims 4 - during Q & A's with the devs and when they first announced OR and game packs - they explained that World size does not determine if a pack is an ep - but the amount of programming added to the pack is what determines whether it is an ep or gp. Seasons has no world but it is unquestioningly an ep. The hours invested in the game by programmers and creators of the programmed content is what says this pack is an ep.
I understand each type of pack is allotted a approximate amount of content, and ep and gps are allotted a specific number of program hours. They adhere pretty much to what is allotted for that pack. At least that is my understanding of how they determine a gp from an ep. When they say larger - they are not really talking about over all size but in terms of programming and programmed content needed for that pack.
Sps get no programming allotment (I believe with just the exception of the community pack) but has to utilize programming already in the game to give you programmed items or get permission to use it. They pretty much though have no programmed options that are new for sps.
So whether or not there is any world at all - or a small one - the world has no bearing on whether or not that pack is an ep or gp. New programming and hours spent developing it made it an ep. Some of the Venues matter as some have new gameplay and programming to do with the world. Like the gated venues and bouncers programming and items.
ETA - It doesn't mean I have to be happy with no world or too small a world - but the world is not what makes it an ep regardless of how I or anyone else feels.
