I've got the feeling that we haven't got this because the developers are gradually exploring the engine they are using and finding new things to do or that they can do as they are going along. Sulani a case in point where they have managed to add underwater events and more wading ones in existing worlds. A CAW would be static and stuck at an existing level and not compatible with a developing game.
