I just tried to disallow during a lull, and 3 more groups showed up on the lot, got seated and served. I'll try to provide a save to crinrict later.
Gabe_oz is right, dishes on the table mean new food isn't served.
With the faster eater perk sims would leave before eating their food... so their plates would stay on the table.
