CL is good if you're playing single Sims or couples, or you like to take your Sims out on the town a lot. It's by no means a bad pack, and you probably wouldn't regret having it. But I just feel like you'd get more out of GT if you can only get one or the other. There are some nice wood floors in CL (due to being used as basketball courts) though. CL offers a few interactive careers as well that might interest you. Politician, Social Media, and something else I can't remember off the top of my head.
Critic (food/arts are the two tracks).
I'd go with GT first, then get CL at the next sale (there'll probably be Black Friday sales next month). The club system might be one of the best features in any Sims game, and the pack is way more than a "party pack". Once you have GT, every pack expands options for the club system; when you get CL down the road you'll be able to add features like Play Basketball or Sing Karaoke to your club activities (or banned activities) and who knows what will be added down the road?
Windenburg is also a beautiful world, with a nice mix of modern and old style architecture, and feels larger than the other worlds for some reason; the pack adds a lot more in terms of build mode than does CL so if you like building/remodeling this is the perfect pack.
I do like CL -- the semi-active careers, tons of new recipes to learn, karaoke, basketball just to name a few features. I'm okay with no buildable apartments because you can remodel the interiors as much as you want. But I think you'll get a lot more bang for your buck with GT.
Edit: Glad to see you got GT -- I'm sure you'll enjoy it. The varied lot sizes makes it really expandable -- I added a small karaoke club, for example, which works well with the general vibe of the town, and I didn't feel like I needed two nightclubs in one town so I converted one to a lounge.
