I think GT is fantastic for family players.
Clubs make it so much easier to manage huge, multi generational families, especially combined with season's holidays. I feel like the two expansions work together really well. And Windenburg offers a lot of living space as opposed to San Myshuno.
I wouldn't recommend getting City Living at all - that EP will introduce so many bugs to your game you'll no longer want to play it and it offers very little to make up for that. Keep in mind the apartments come with non-deletable treats like "needs TLC" and such, that are essentially a nightmare to deal with if you play households with kids. Not to mention the neighbors are a major pain in the arse in every district and it's also impossible to make them leave you alone. All in all San Myshuno only goes with a very specific playstyle, or a specific storyline. Windenburg and GT let you play your way, however you wish to :)
