Help? "Incompatible with Terrain Constraint TerrainTile"

When using the terrain tools, and when the lot is completely flat, I get this error sometimes when trying to place stairs outside. The first time the lot was flat and I was placing stairs on floor til...

I think it might have to do with the level of the terrain between the top and bottom heights of the stairs you're trying to place. I've had problems with this when I've adjusted one or both ends of the terrain levels - it may be that you've flattened the lot but not exactly to height 0? Or the height your foundation at is between acceptable height slots?
