I suggest mod Have Some Personality Please. Sims autonomously talk, no idle chat, and they use interactions depending on their mood/situation/relationship. Evil and mean sims will be mean.
Also, latest patch brought some trait improvements, so goofballs will be a lot more michiveous and sometimes prank toilets. Some other traits are improved too, but I played with goofball the most.
