I feel like show jumping and barrel racing and horses in general would of been so out of place in a Cottage pack where they focused on farm to table and everything contributing to that goal. The Cottage Pack was packed full of amazing features and gameplay.
Despite the name, Cottage Living is very much a farming pack. Horse competitions could have easily fit into the world; just make it one of the weekly festivals, or have it be its own little thing that can be accessed at any time, like in The Sims 3.

It depends on the pack. With TS3, there are many little details in packs that can make them feel full and engaging. Sometimes Sims 4 packs are narrower but deeper, sometimes they're narrower and shallower. Cats & Dogs is a great example of the latter; the only things that really put it above TS3 Pets, is the vet career, better CAS, and dogs having a training course that almost no one ever uses. But TS3 pack also had horses, horse competitions, unicorns, wild animals, better small pets, and ice cream trucks. It was a really fun pack.
I get the limitations Sims 4 faces, but it's really bad. We should be getting packs that are equal or more to what we got in previous iterations. No, they should be much more content, because the game is already so stripped back from Sims 3, they should be balancing things out by giving us meatier EPs. But EA is EA, and the devs probably have to cook full-course meals out of the table scraps EA gives them.
I think horses can be their own EP, so I can defend Horse Ranch. It can have its own strong identity, away from the other animal packs of TS4. Horses could have fit in with Cottage Living, but the pack was already big enough that their absence was justified. But C&D easily should have had horses, or something similar to justify them. C&D and MFSP combined are still worse them TS3 Pets, imo. We paid more for less.
So tl;dr: Horse Ranch could give us enough to be its own thing, but we got scammed with Cats & Dogs.
