I think it makes sense for horses to be their own pack, I just think it should have been a gamepack. I think we should still expect the same level of animation and gameplay in a gamepack. I think something as niche as horses should be in a pack of their own, a gamepack.
Assuming we have a limited number of EPs left, I would want the EPs to be something that expands the game more.
That being said, we've only seen one trailer and a blog post. There could be more to make this pack more full. I'm eager to see more.
