Nope, not at all. I'm running on GTX 850M Laptop. Game works fine despite I'm using mods and CC.
On the other hand, San Myshuno has some issues I guess. The festival thing and constantly changing outdoor setting (foodstalls, service NPCs and stuff) cause some glitches and bugs which is probably the reason of some lag in San Myshuno.
