I was under the assumption the martial arts skill was returning to this scene in the trailer, but somebody pointed out it could just be animations tied to that object and it simply raises the fitness ...
The martial arts dummy raises the fitness skill. There is no new martial arts skill. You can also build charisma with another choice - I don't know if this is specific to the Military career.
