The 'build mode items grant gameplay effects' was added in the June 2020 update. If you haven't updated since June 2020 then this feature is not causing your problem.

Environment Score can now be impacted by certain objects and materials. Drywall walls without wall patterns applied now decrease environment score like they did in The Sims 3!
