There were several bugs in the past where the game ignored game settings that disable features so if you play a long term save, that might be the reason. Also, repealing NAPs often does not work correctly (for me), if I don't switch to a household living in that neigbourhood first and temporary place a Community Center lot there, travel there with the family living in the neighborhood and then repeal the active NAPs. NAPs are a broken mess they never even bothered to fix.
Also Sims can permanently get struck with NAP traits after they once lived in a neighborhood with active NAPs. They will then continue the weird behaviour.
It takes so much time to undo the damage.
