I don't have this problem, but I wish I did. Unless I specifically give my Sims the neat or proper traits, they rarely clean up after themselves. Puddle on the floor? Let me whine about it and walk away. Without cleaning it up.
Most of my Sim children are the source of the messes and they never clean it up.
I'd happily trade for cleaner Sim kids.
